The Naval Reserve Act of 1916 had conspicuously omitted mention of gender as a condition for service, leading to formal permission to begin enlisting women in mid-March 1917, shortly before the United States Navy operations during World War I began on April 6, 1917, after the formal declaration of war on the German Empire. The American navy focused on countering enemy U-boats in the Atlantic Ocean and the Mediterranean Sea, while convoying men and supplies to France and Italy. During World War I there were three registrations. The first, on June 5, 1917, was for all men between the ages of 21 and 31. The second, on June 5, 1918, registered those who attained age 21 after June 5, 1917.
